Paul Rouse
Paul Rouse is Associate-Professor of Management Accounting at The University of Auckland and teaches at both undergraduate and postgraduate levels. He is a member of the Institute of Chartered Accountants and completed his PhD at Auckland in 1997 on performance measurement using Data Envelopment Analysis applied to highway management, nursing productivity and airline engineering services.
Paul has substantial commercial experience in both New Zealand and internationally. He first went to London in 1973 to work for Coopers and Lybrand as an auditor and over the next twelve years both taught at London Guildhall University and worked in a variety of management accounting roles for firms such as Ladbrokes and Courage Breweries. In New Zealand he has worked for Union Shipping, Henderson and Pollard and the Auckland Hospital Board.
Since returning to New Zealand in 1987, Paul has lectured to executive audiences and consulted for a variety of organisations including the Health Funding Authority, Auckland Healthcare, Ministry of Health and the Treasury. He was actively involved in the National Pricing Project and work around the tertiary allocation for District Health Boards.
Paul has published numerous articles in international journals and presented research papers at international conferences and invited seminars at other universities. In recent years, performance measurement, DEA, DRG costs and tertiary hospitals have been the subject of his research. He has also published extensively in the Chartered Accountants Journal and is a member of NZICA, the Operations Research Society of New Zealand, and the Productivity Analysis Research Network. He is currently supervising two PhD students with topics in secondary school performance and e-learning and four Nursing School PhD students doing topics around the management of aged care provision.
